Growing population, increased economic development and last but not least climate change intensify water stress on the locally diminished resource. Thus, sustainable use of groundwater will gain importance to provide water for human consumption, irrigated agriculture and industrial production, especially in arid regions.
Germany is the second largest bilateral donor in the water sector and supports sustainable water management in a holistic manner according to the principles of Integrated Water Resources Management (IWRM). Therefore, the full integration of groundwater into IWRM of German Development Cooperation (DC) is the aim of the sector project Policy Advice Groundwater. To this end, the project advises the Federal Ministry for Economic Cooperation and Development (BMZ) as well as the German implementing agencies (GIZ, KfW) on sustainable groundwater management (assessment, development, sustainable use, protection). Furthermore, the project supports the development of sector guidelines and concepts, e.g. the BMZ Water Strategy and the Position Papers, as well as country and region specific strategies.
The sector project also elaborates conceptual approaches and strategies for sustainable groundwater management in development cooperation. Links between groundwater governance and management, and current development issues are highlighted by the project. These issues are then disseminated to a broader public through conferences, publications, etc. In addition, the project supports international networks for influencing further development of international approaches to water management.
